An energy audit shows where a building or business loses energy and how much. You get a list of specific savings measures and how long each takes to pay back. Below we explain in plain language what Azerbaijani law requires, how an audit is carried out and how it relates to the building energy passport that applies from 2027.
- Energy audits are governed by the Law on Efficient Use of Energy Resources and Energy Efficiency (No. 359-VIQ, 9 July 2021).
- General rule: audits are voluntary. A mandatory audit applies to businesses and non-residential buildings on an approved list and is repeated every 3 years.
- Audits are carried out by certified energy auditors. The report goes to the client.
The legal definition
Under Article 2.1.7 of the Law, an energy audit means obtaining information on energy consumption and identifying economically efficient consumption options. In practice, the auditor measures what a building or its equipment actually consumes, finds the losses and calculates what each measure costs and how much it saves.
Is an energy audit mandatory?
Article 6.1 says energy audits are voluntary, except in the cases covered by Article 6.3. Article 6.3 makes audits mandatory for businesses and non-residential buildings, whatever their legal form or ownership. The list of these is approved by the competent executive authority based on criteria it sets.
Mandatory audits are repeated every 3 years (Article 6.4).
The Law also requires large consumers to appoint an energy manager (Article 8.1). This covers businesses that use more than 1,000 tonnes of oil equivalent a year. It also covers non-residential buildings of at least 10,000 m² or using more than 250 toe a year. These are typically the organisations that commission energy audits.
Who can carry out an energy audit?
- Energy auditor: an individual with a university degree in energy or economics and at least 3 years of relevant experience (Article 2.1.8).
- The auditor must hold a qualification certificate. The state keeps a register of auditors and audit organisations (Articles 6.6–6.8).
- In a mandatory audit, the auditor cannot be subordinate to the audited business (Article 6.11).
Enerji Test Servis LLC holds an attestation for energy audits of buildings (structures). Measurements are made by our testing laboratory, accredited to AZS ISO/IEC 17025:2020.
How an energy audit works: 5 stages
- Baseline data. We collect 1–3 years of electricity, gas and heat bills, building plans and a list of the main equipment.
- On-site measurements. We measure electrical loads, voltage and current, equipment operating modes, lighting and heat losses.
- Energy balance. We work out where the energy goes: how much each system uses and where the losses are.
- Measures. For each measure we calculate the investment, annual savings and payback period.
- Report. The results go to the client as a report (Article 6.2).
Energy audits and the building energy passport
From January 2027, an energy efficiency passport starts to apply to new, reconstructed and major-repair buildings. It was introduced by Cabinet of Ministers Decision No. 205 of 9 July 2026 (details in Azerbaijani). The passport is drawn up by a licensed developer with access to the EEİS system. An energy audit shows the building's real consumption and weak points in advance: the data for the passport is ready, and you know what to fix to improve the class.
Note: Enerji Test Servis LLC does not issue passports. We carry out energy audits.
What you get from the audit
- An energy balance of the building or business.
- A list of losses with the cost of each in manats.
- Prioritised savings measures with investment and payback period.
- A formal report for a bank, investor or government body.

FAQ
How long does an energy audit take?
It depends on the size of the site and the data available. We agree the timing and price after seeing the site.
Is an energy audit mandatory for a flat or a private house?
No. Under the Law, audits are voluntary by default. Mandatory audits apply only to businesses and non-residential buildings on the approved list.
How often is a mandatory audit carried out?
Every 3 years, under Article 6.4 of the Law.
Does an energy audit replace the energy passport?
No, they are different documents. The audit shows losses and savings measures. The passport formally records the building's energy efficiency class and is drawn up by a licensed developer.
